Amending the 2011 Capital Improvement budget in the Department of Parks and Recreation by adding a $200,000 Financing and Spending Plan for a Federal Environmental Protection Agency Brownfield Cleanup Grant towards site remediation of the Trillium Nature Sanctuary Site (Southern Portion).  
 
Body
WHEREAS, the City of Saint Paul Department of Parks and Recreation acquired 28 acres in 2002 from Frattalone Construction; and
WHEREAS, historically the land was used as a rail yard until the early 1990s; and
WHEREAS, the City of Saint Paul conducted a Phase I and Phase II Environmental Site Assessment that showed parts of the site to contain contaminated soils; and
WHEREAS, the City applied and received one (1) $200,000 grant for Fiscal Year 2011 for the southern portion of the Trillium Site from the EPA through their Brownfield Cleanup Program; and
WHEREAS, it is the desire of the Department of Parks and Recreation to amend the financing and spending budget for the Trillium Nature Sanctuary Site; and
WHEREAS, the Mayor, pursuant to Section 10.07.1 of the Charter of the City of Saint Paul, does certify that there are available for appropriation, funds of $200,000 in excess of those estimated in the 2011 Capital Improvement Budget; now, therefore, be it
RESOLVED, by the City Council of the City of Saint Paul, upon recommendation of the Mayor and the advice of the Long Range Capital Improvement Budget Committee, that $200,000 is available for appropriation in the 2011 Capital Improvement Budget, and said 2011 budget, as heretofore adopted by the Council, is hereby further amended in the particulars as indicated in the attached financial analysis.
