Modifying and revising Residential Permit Parking Area 21.

WHEREAS, Council File No. 86-1124 and No. 98-669 established Residential Permit Parking on behalf of the residents residing in the University of St. Thomas College area in accordance with Chapter 168 of the Saint Paul Legislative Code (amended and renumbered as Chapter 164, Traffic Code Residential Permit Parking-Guidelines and Regulations, of the Saint Paul Legislative Code, on 9/28/11, Council File No. Ord 11-91, to comply with state law changes) with current signs posted for "No Parking, 8:00 AM - 8:00 PM, Monday - Friday, Except by Permit, Area 21"; and
WHEREAS, the Council of the City of Saint Paul previously found that the aforementioned residential area did not have sufficient off-street parking to accommodate the residential parking needs of the residents as well as the parking needs of non-residential facilities in the area which lack sufficient off-street parking; and
WHEREAS, affected residents have subsequently submitted a valid petition to modify existing residential permit parking Area 21 restrictions and to expand residential permit parking Area 21 on both sides of Lincoln Avenue from 1943 through 2009 on the north side and from 1944 through 2022 on the south side; and
WHEREAS, Public Works staff has investigated the basis for the petition and concluded and recommended adoption of the changes requested in the petition; now, therefore, be it
RESOLVED, that the following parking regulations shall be revised in the residential area near the University of St Thomas as follows:
1. Change existing Area 21 permit parking from "No Parking, 8 a.m. - 8 p.m., Mon. - Fri., Except by Permit, Area 21" to "No Parking, 8 a.m. - 5 p.m., Mon. - Fri., September 1 - April 30, Except Holidays, Except by Permit, Area 21".
2. Add "No Parking, 8 a.m. - 5 p.m., Mon. - Fri., September 1 - April 30, Except Holidays, Except by Permit, Area 21" on the north side of Lincoln Aven...
