In the Matter of amending a portion of Public Hearing Resolution #10-471, approved on May 5, 2010, for the construction of bicycle facilities along Jefferson Avenue from Colborne Street to Mississippi River Boulevard; the amendment would include additional traffic calming elements between Snelling Avenue and Mississippi River Boulevard, as referenced in the revised Summary of Engineering Recommendations report. Under Preliminary Order No.12-421 approved on March 14, 2012

WHEREAS, the Council of the City of Saint Paul has conducted a public hearing upon the above amendment, due notice thereof having been given as prescribed by the City Charter; and

WHEREAS, the Council has heard all persons, objections and recommendations pertaining to said proposed amendment and has fully considered the same;

WHEREAS, the Council of the City of Saint Paul deems Rectangular Rapid Flash Beacon signs to be a more desirable treatment at the intersections of Jefferson and Cretin Avenues, and Jefferson and Cleveland Avenues;

WHEREAS, the Council of the City of Saint Paul wishes to adopt the recommendation of the Planning Commission to use longitudinal block type markings for the pedestrian crosswalks at Jefferson and Cretin Avenues, and Jefferson and Cleveland Avenues for higher visibility and safety;

WHEREAS, the Council of the City of Saint Paul deems the traffic circles at Wheeler Street and Macalester Street to be unnecessary; now, therefore, be it
