Amending the financing and spending plans in the Department of Planning and Economic Development in the amount of $233,000 to accept Streetcar Planning Grants.
Body
WHEREAS, the Saint Paul Comprehensive Plan specifically recommends the City study the feasibility and possible location of new streetcar lines, as well as explore the use of neighborhood circulators to serve gaps in neighborhood connectivity; and
WHEREAS, the City of Saint Paul has sought funds from the Saint Paul Foundation, The McKnight Foundation, the Central Corridor Funders Collaborative, and Ramsey County Regional Rail Authority for streetcar planning; and
WHEREAS, grants would fund planning to explore the feasibility of a modern streetcar network, and will develop a set of prioritized streetcar investments that are physically feasible and offer the greatest potential for improving local circulation, supporting economic development, and complementing existing and planned regional transportation systems; and
WHEREAS, the Saint Paul Foundation, on December 19, 2011, awarded a grant of $75,000, to help finance the budget of the Saint Paul Streetcar Feasibility Plan; and
WHEREAS, the McKnight Foundation, on February 9, 2012, awarded a grant of $50,000, to help finance the budget of the Saint Paul Streetcar Feasibility Plan; and
WHEREAS, the Central Corridor Funders Collaborative, on January 30, 2012, awarded a grant of $91,500, to help finance the budget of the Saint Paul Streetcar Feasibility Plan; and
WHEREAS, the Ramsey County Regional Rail Authority, on February 7, 2012, awarded a grant of $16,500, to help finance the budget of the Saint Paul Streetcar Feasibility Plan; and
WHEREAS, the Mayor, pursuant to Section 10.07.1 of the City Charter, does certify that upon acceptance of the grants there are funds of $233,000 available for appropriation in excess of those estimated in the 2012 Budget;
