Purpose of Appeal
This is a brand new house in which I will be living in.  90% of the house is done by myself.  Due to a bad injury to my left hand, the last 2 years of surgeries, and hand splints (cast), I am now able to finish the house which will be done by summer's end 2012, at which time all requirements will be met.  (paraphrased)

The Fire C of O order is what's attached to the appeal, but it sounds like the appeal is more about it's vacant building status.
 
Body
WHEREAS, in the matter of the Appeal of Raymond Aguirre to a Revocation of Fire Certificate of Occupancy and Order to Vacate and Vacant Building Registration Notice at 130 SYCAMORE STREET EAST, the Legislative Hearing Officer has reviewed the appeal and considered the testimony of City staff and the appellant; and
 
WHEREAS, the Legislative Hearing Officer recommends that the City Council deny the appeal on the revocation and order to vacate.  If a code compliance certificate is granted within six months, reduce the vacant building fee by half; Now, Therefore, Be It
 
RESOLVED, that the Saint Paul City Council hereby accepts and adopts the Legislative Hearing Officer's recommendation in this matter.
