Resolution Approving Neighborhood STAR Commercial Corridor Awards.

WHEREAS, on October 12, 2011 the Neighborhood STAR Board reviewed two proposals for STAR funding through the Neighborhood STAR Commercial Corridor Program to develop a portion of the Hamm's Brewery site into an urban farm and to complete phase two improvements to the Rathskeller building as part of the Schmidt Brewery redevelopment project; and,
 
WHEREAS, the Neighborhood STAR Board rated the Urban Organics project a 4.92 and the Rathskeller project a 4.84 on a scale from 1 (low) to 5 (high); and
 
WHEREAS, it is the intent of the Mayor and the Saint Paul City Council to participate in the financing of these activities by providing a $150,000 grant and a $150,000 loan to Urban Organics and a $200,000 grant to West 7th Fort Road Federation through the Neighborhood STAR Commercial Corridor Program; now, therefore be it
 
RESOLVED, that the Council hereby approves the corresponding changes to the Neighborhood STAR Commercial Corridor Program; and be it
 
FURTHER RESOLVED, upon the recommendation of the Mayor, the Council of the City of Saint Paul hereby authorizes and directs the appropriate City officials to execute the necessary grant and loan documents to implement this Resolution, subject to approval by the City Attorney; and be it
 
FURTHER RESOLVED, that the implementation these projects identified for funding through the Neighborhood STAR Commercial Corridor Program shall conform to Part 6, Awards and Implementation Process of the Neighborhood STAR Guidelines as updated January, 2011; and be it
 
FURTHER RESOLVED, that the match for the Urban Organics project is waived so that the STAR funds can be disbursed prior to the developer match taking place.
FINALLY RESOLVED, staff of the Department of Planning and Economic Development are further authorized and directed to proceed with all other actions necessary to implement this Resolution.
