Title
Amending the spending and financing budgets of the 2010 and 2011 Capital Improvement Budgets (CIB) to allocate $35,000 of CIB contingency to the Real Estate Asset Management System project for the purpose of purchasing a web-based application instead of a server/PC-based application.

Body
WHEREAS, in 2010 the Office of Financial Services, Real Estate Section received $100,000 of CIB Bond funds to develop a new PC computer-based Real Estate Asset Management System ("System") that would function as a single repository for design, construction, title and other parcel information for the city's nearly 700 properties; and

WHEREAS, in 2011 city staff began developing the System by completing a RFP process and selecting the Business Resource Group (BRG) as the consultant to assist with implementation of a 3 part consulting service: Requirements Analysis and Application Recommendation; Solution Design and Installation; and Training and Final Acceptance; and

WHEREAS, during a day-long Requirement Analysis work session with BRG and city department staff to learn about the System's capabilities and identify needs and expectations of potential System users, it was discovered that development efforts for ARCHIBUS products are now focusing on web-based applications, not PC-based applications, and that this approach is consistent with the city's Office of Technology and Communication's application and server support structure; and

WHEREAS, as one of the outcomes of the Requirements Analysis BRG is now recommending that the City implement the Space and Real Property and Lease Management Modules and the Smart Client Extension for AutoCAD, along with a 10-concurrent user, WebCentral version of the ARCHIBUS application to provide easier shared access to the modules for staff citywide; and

WHEREAS, the change to the WebCentral application will increase the overall project cost by $35,000, which would be financed with CIB Contingency funds from the 2011 Capital Impr...
