Adopting the City's special assessment policies.

WHEREAS, representatives from the Office of Financial Services, the Department of Public Works and the Office of City Attorney have been engaged in updating and expanding the City's special assessment policies; and
WHEREAS, the policies are intended to build upon and replace the 2018 Saint Paul Streets assessment policies that focused solely on assessments for street reconstruction projects; and
WHEREAS, the policies provide guidance for additional improvements, such as mill and overlay projects, lighting projects and sewer projects; and
WHEREAS, the policies describe how the City factors into its assessment calculations the special benefit of projects to affected properties; and
WHEREAS, it is the City's desire to establish policies that are comprehensive, understandable, transparent and fair, so that solid guidance is provided to those who process the assessments and those who pay the assessments; now, therefore, be it
RESOLVED, that the City Council hereby supports and adopts the Special Assessment Policies as provided in Exhibit A attached hereto.
