Approving the use of grant funds through the Ward 2 Neighborhood STAR Year-Round Program for John Traxler and the Saint Paul Downtown Alliance.

WHEREAS, on November 17, 2023, the Neighborhood STAR Board reviewed two (2) proposals for STAR grant financing through the Ward 2 Neighborhood STAR Year-Round Program from John Traxler for the restoration of the “Hunger Has No Color” mural at Captain Ken’s Foods’ and the Saint Paul Downtown Alliance for the repair and reinstallment of decorative streetlights and signals at Hamm/Ecolab Plaza; and
WHEREAS, the Neighborhood STAR Board rates grant requests on a scale from 1 (low) to 5 (high) with John Traxler’s proposal for the restoration of the “Hunger Has No Color” mural receiving a final score of 3.0 and the Saint Paul Downtown Alliance’s proposal for the repair and reinstallment of decorative streetlights and signals at Hamm/Ecolab Plaza receiving a final score of 2.8; and
WHEREAS, due to the community significance of the project at Hamm/Ecolab Plaza, a waiver to City Council approved Neighborhood STAR Guidelines is being recommended to allow for reimbursements for expenses back to October 15, 2023; and
WHEREAS, it is the intent of the Mayor and the Saint Paul City Council to participate in the financing of these activities by providing grant financing up to $13,600 to John Traxler for the restoration of the “Hunger Has No Color” mural at Captain Ken’s Foods’ and up to $10,000 the Saint Paul Downtown Alliance for the repair and reinstallment of decorative streetlights and signals at Hamm/Ecolab Plaza; now therefore be it
RESOLVED, that by the City Council of the City of Saint Paul, upon the recommendation of the Mayor that funds are available for appropriation, that the Neighborhood Year-Round STAR awards described above are hereby approved; and be it
