Authorizing the Police Department to submit a second application for funds under a Request for Proposals for the 2025 DWI Traffic Safety Officer Grant Program, issued by the Minnesota Department of Public Safety (DPS) Office of Traffic Safety (OTS).

WHEREAS, Chapter 10 of the Saint Paul City Charter recognizes the City Council’s authority over the budget and spending of the City of Saint Paul; and
WHEREAS, Chapter 86 of the Saint Paul Administrative Code requires all contracts be authorized by the Saint Paul City Council; and
WHEREAS, Section 86.12 of the Saint Paul Administrative Code requires City Council approval prior to submission of grant applications; and
WHEREAS, the Minnesota Department of Public Safety (DPS) has released a Request for Proposals for the DWI Traffic Safety Officer Grant Program for state fiscal year 2025; and
WHEREAS, the council provided approval to apply for one officer position with RES 24-887; and
WHEREAS, the DPS has invited the SPPD to submit an application for a second dedicated position under the same RFP; and
WHEREAS, the second grant, if awarded, will also provide up to $150,000 for the Traffic and Pedestrian Safety Unit to dedicate an officer to prevent injuries, deaths and property damage from crashes; and
WHEREAS the grant funding is for one year, and both positions will revert back to the general budget once the grant(s) are completed;
WHEREAS, this grant program includes a request to report matching funds, but no specific requirement, and this request can be fulfilled through regularly budgeted funds related to the grant-funded activities; and
THEREFORE BE IT RESOLVED, by the Council of the City of Saint Paul, upon recommendation of the Mayor, that the Police Department may submit a second application for funds under a Request for Proposals for the 2025 DWI Traffic Safety Officer Grant Program, issued by the Minnesota Department of Public Safety (DPS) Office of Traffic Safety (OTS).
