Authorizing the Department of Emergency Management to pay for travel expenses for up to three City staff and one Saint Paul Public Schools staff to attend the 2026 National Student Safety & Security Conference & Workshops in Houston, TX on October 28-30, 2026, using FY2025 Urban Area Security Initiative (UASI) grant funds.
Body
WHEREAS, the City Council, through RES PH 26-76, authorized the Department of Emergency Management to accept $1,505,142.29 in FY2025 Urban Area Security Initiative (UASI) grant funding from the Federal Emergency Management Agency to build and sustain the capabilities of the urban area to prevent, protect against, mitigate, respond to, and recover from acts of terrorism and other hazards, for a grant term of January 1, 2026, through December 31, 2027; and
WHEREAS, this conference attendance aligns with the Soft Targets and Crowded Places National Priority Area identified in the FY2025 UASI Notice of Funding Opportunity, in support of the Twin Cities Urban Area; and
WHEREAS, the National Student Safety & Security Conference & Workshops will be held in Houston, Texas, October 28-30, 2026, and offers professional development, networking, and current information on school safety topics for professionals responsible for K-12 safety and security; and
WHEREAS, up to three City of Saint Paul staff and one Saint Paul Public Schools (SPPS) staff member are proposed to attend the conference, with estimated travel expenses to be paid from funds available through the FY2025 UASI grant; and
WHEREAS, the Department of Emergency Management will seek approval from the Minnesota Department of Public Safety, Homeland Security and Emergency Management Division, as required, before UASI funds are used for this travel; and
WHEREAS, the City Council finds that supporting the attendance of City and Saint Paul Public Schools staff at this conference will strengthen the working relationship between Saint Paul public safety departments and Saint Paul Public Sc...
