Approving the application for change of ownership to the Tobacco Products Shop license now held by Fog Tobacco Plus INC d/b/a Imperial Smoke Shop Plus (License ID #20250010001) for the premises located at 227 Snelling Avenue North.

WHEREAS, on July 25, 2025, Fog Tobacco Plus INC d/b/a Imperial Smoke Shop Plus (License ID #20250010001) applied for a change of ownership to the Tobacco Products Shop license for the premises located at 227 Snelling Avenue North; and
WHEREAS, on September 3, 2025, the Licensee agreed to and signed the license conditions pertaining to their Tobacco Products Shop license; and
WHEREAS, the Council finds that the application is in order and there are no grounds to deny approval of the license; now, therefore, be it,
RESOLVED, the change of ownership for a Tobacco Products Shop license is hereby approved and issued to Fog Tobacco Plus INC d/b/a Imperial Smoke Shop Plus (License ID #20250010001) for the premises located at 227 Snelling Avenue North, with the following license conditions:
License holder acknowledges per the Ramsey County Clean Indoor Air Ordinance resolution B2015-302 sec. 5.02 prohibits smoking in public spaces where cigarette smoking is currently prohibited under the “Minnesota Clean Indoor Air Act” (MN Stat. 144.411-144.417), as well as prohibiting vaping or smoking within 25 feet of public building entrances and vents.
2. No sampling of tobacco products is permitted unless the space is made compliant with applicable code discipline requirements including the mechanical/ventilation code.
3. License holder agrees to operate the business in a manner that is consistent with the Business Summary (Business Plan Addendum) submitted by the license holder dated 7/25/2025 and floor plans submitted with the Department of Safety and Inspections (DSI). License holder agrees to obtain prior written approval from DSI before making any substantive changes to their approved method of operation.
