Authorizing use of a Project Labor Agreement (PLA) for the rehabilitation and expansion of the Kimball Court building located at 545 Snelling Avenue North. (District 11, Ward 4).
Body
WHEREAS, the Saint Paul City Council adopted a policy on the use of Project Labor Agreements (“PLA”) pursuant to Council File #09-584 for projects involving $250,000 or more of city money; and
WHEREAS, 545 Snelling LLC (the “Developer”), will rehabilitate an existing building and construction of approximately 26 new units (the “Project”). The total project budget will be over $250,000, and a portion of this amount will be financed by American Rescue Plan Act (SLFRF) funds; and
WHEREAS, Planning and Economic Development staff sent written “Notice and Request for Recommendation on the Use of a PLA” to interested parties on September 3, 2024 with only one response received from the Saint Paul Building Trades Council; and
WHEREAS, the Saint Paul Building Trades Council responded stating “length of project, safety, multi-craft, dollar amount” as reasons they recommend a PLA for projects identified herein; now, therefore, be it
RESOLVED, that the City Council of the City of Saint Paul:
1. hereby approves the use of a PLA on the rehabilitation and expansion of the Kimball Court project at 545 Snelling Avenue N; and
2. hereby authorizes the appropriate city officials to draft and execute such documents as are necessary to implement this resolution.
