Accepting the gift of airfare, transportation, and food expenses from the Heartland Alliance and Mott Foundation for Ikram Koliso, Policy Associate, to attend the Upper Midwest College Savings Account (CSA) Consortium.

WHEREAS, Ikram Koliso, Policy Associate for Mayor Melvin Carter, have been invited by the Heartland Alliance and Mott Foundation to attend the Upper Midwest CSA Consortium convening to participate in meetings to learn from other College Savings Account ("CSA") program administrators held in Milwaukee, Wisconsin on Wednesday, January 16 through Thursday, January 17; and
WHEREAS, the City of Saint Paul is formally part of the Upper Midwest College Savings Account Consortium; and
WHEREAS, this will be an opportunity for the City of Saint Paul to hear from national leaders on CSAs and asset building, as well as hearing and learning best practices from other CSAs programs that are in their design, implementation, launch, and operation phases; and
WHEREAS, the convening will be attended by administrators and partners that have expertise and experience in key policy elements for successful programs, research implications, and best practices in providing guidance on how to implement College Savings Accounts in Saint Paul; and
WHEREAS, the convening will be focused on strategies for developing CSA Program Material, analyze new challenges and opportunities locally and federally following the fall election, identifying trends in the Midwest, and discussing needs of consortium members as they adapt to a shifting policy and political environment; and
WHEREAS, the Heartland Alliance and Mott Foundation have offered to cover all expenses related to airfare, transportation, hotel reservation, and food expenses for Ikram Koliso, now therefore be it
RESOLVED, that the Saint Paul City Council accepts the offer for Heartland Alliance and Mott Foundation Upper Midwest CSA Consortium to cover expenses related to airfare, transportation, hotel...
