Adopting the 2026 Operating Plan for the Comprehensive Downtown Improvement Special Service District and imposing a service charge pursuant to Minnesota Statutes Chapter 428A.
Body
WHEREAS, pursuant to Minnesota Statutes Chapter 428A (the “Act”), and upon petition from downtown property owners, on July 24, 2024 the Saint Paul City Council passed Ordinance No. 24-17, which created Chapter 143 of the Saint Paul Legislative Code (Title XII) and therein established the Comprehensive Downtown Improvement Special Service District (the “District”); and

WHEREAS, Section 143.02 of the Saint Paul Legislative Code provides that each year the Saint Paul City Council (“Council”) will adopt by resolution an operating plan and budget (“Operating Plan”) for the District; and

WHEREAS, through its board of directors the District has prepared and on August 14, 2025 approved the 2026 Operating Plan, as provided in Exhibit A attached hereto; and

WHEREAS, on October 8, 2025 the Council conducted a public hearing, duly noticed in accordance with the Act, regarding imposition of the proposed 2026 service charge to finance the services provided in the District in accordance with the Operating Plan; now, therefore, be it

RESOLVED, that the Council hereby adopts the 2026 Operating Plan for the District; and

BE IT FURTHER RESOLVED, that the proposed service charge calculation summary, as provided in Operating Plan, and the proposed service charges for each affected property for calendar year 2026, as provided in the Assessment Roll attached hereto as Exhibit B, in the proposed total amount of $2,796,567 as on file in the Office of the City Clerk, are hereby approved for the District; and

BE IT FINALLY RESOLVED, that the City Clerk, through the City’s Office of Financial Services Treasury Section, is hereby directed to transmit certified copies of said service charges listed in the Assessment Roll to Ramsey County to be collected on the 2026 real estate tax statements witho...
