Appeal of Randall Bibeau, on behalf of William Gobely, to a Vacant Building Registration Fee Warning Letter at 1560 CANFIELD AVENUE.

Purpose of Appeal: We appealled status of vacant buiding previously. It was decided there was probable cause that major code and life safety violations exist that warrant vacant buiding assessment. So DSI Code Compliance (CCR) was ordered. It was clear from the CCR that no safety life violations nor were any major code violations discovered. The very few items listed for Plumbing, Mech, and Electrical were immediately abated. IRT building, only interior work and roof replacement abatement remains. The owner should be allowed to live in property to complete the work remaining.

WHEREAS, in the matter of the Appeal of Randall Bibeau, on behalf of William Gobely, to a Vacant Building Registration Fee Warning Letter at 1560 CANFIELD AVENUE, the Legislative Hearing Officer has reviewed the appeal and considered the testimony of City staff and the appellant; and
WHEREAS, the Legislative Hearing Officer recommends that the City Council grant a 90-day waiver on the vacant building fee; Now, Therefore, Be It
RESOLVED, that the Saint Paul City Council hereby accepts and adopts the Legislative Hearing Officer's recommendation in this matter.
