Approving the application for change of ownership to the Wine On Sale and Malt On Sale (Strong) license (License ID #DSIBLLIQ-000661-2026) now held by Moon House Thai Cuisine LLC d/b/a Moon House Thai Cuisine for the premises located at 1665 Rice Street.

WHEREAS, Moon House Thai Cuisine LLC d/b/a Moon House Thai Cuisine ("Licensee") applied for a change of ownership to the Wine On Sale and Malt On Sale (Strong) license (License ID #DSIBLLIQ-000661-2026) for the premises located at 1665 Rice St.; and
WHEREAS, On April 1, 2026, the Department of Safety and Inspections sent out the required License Application Notification with a response date of April 16, 2026; and
WHEREAS, On April 2, 2026, the Licensee signed a License Condition Affidavit agreeing to follow all license conditions that are in place; and
WHEREAS, On April 15, 2026, the Department of Safety and Inspections received a letter from the North End Neighborhood Organization stating its support for the application for a change of ownership to the license; and
WHEREAS, The Council finds that the application is in order and there are no grounds to deny approval of the application for a change of ownership to the license; now, therefore, be it
RESOLVED, the change of ownership application for the Wine On Sale and Malt On Sale (Strong) license (License ID #DSIBLLIQ-000661-2026) is hereby approved and license issued to Moon House Thai Cuisine LLC d/b/a Moon House Thai Cuisine for the premises located at 1665 Rice St. with the following license conditions:
1. Per City of Saint Paul Legislative Code ยง 409.13(a)(2), On-sale wine license shall mean a license authorizing the sale of wine not exceeding fourteen (14) percent alcohol by volume for consumption on the licensed premises only in conjunction with the sale and service of food (menu item only). The sale of Malt (Strong) will also take place only in conjunction with the sale and service of food.
