Resolution Amending the Emergency Rental Assistance / Eviction Prevention Program (ERA) Guidelines, Citywide

Body

WHEREAS, the Housing and Redevelopment Authority of the City of Saint Paul, Minnesota (the "HRA") is a public body corporate and politic established pursuant to the provisions of Minnesota Statutes, Section 469.001, et seq. (the “Act”); and

WHEREAS, the HRA has the power to engage in development or redevelopment activities under Minnesota law and the HRA is authorized to engage in activities relating to (a) housing projects and development, (b) removal and prevention of the spread of conditions of blight or deterioration, (c) bringing substandard buildings and improvements into compliance with public standards, (d) disposition of land for private redevelopment, and (e) improving the tax base and the financial stability of the community, and to engage in the aforementioned activities when these needs cannot be met through reliance solely upon private initiative and which can also be undertaken in targeted neighborhoods; and is authorized to create redevelopment projects as defined in Minn Stat Section 469.002, Subd. 14; and

WHEREAS, on December 11, 2024, the Council of the City of Saint Paul (Council) ,through Resolution 24-1763, adopted the 2025 budgets as proposed by the Mayor; and

WHEREAS, through resolution 25-430 Council adopted guidelines for the Emergency Rental Assistance / Eviction Prevention Program (“Program”) on March 12, 2025; and

WHEREAS, through resolution 25-1159 Council adopted guideline amendments for the Program on July 23, 2025; and

WHEREAS, the HRA staff recommends amending the Program guidelines to update the amount of available subsidy to $3,500 per household; and

WHEREAS, the HRA staff recommends further amending the Program guidelines to streamline income verification by using additional programs and reducing required paystubs from 60 to 30 days; and

3/11/2026 1:37 AMAnne Smetak   The Guidelines (page 2 / Tenant Eligibility) currently define the required "eviction notice" as either a 30-day notice of intent to evict or a summons to housing court. Please consider clarifying that if St Paul temporarily adopts a 60-day notice period, then a 60-day notice of intent to evict would suffice for purposes of seeking emergency rental ***istance. This could be as easy as changing the language to "30- or 60-day notice of intent to evict" or the guidelines could add a separate clause such as "or such longer time period as may be adopted by St Paul". Thank you for all that St. Paul is doing right now to protect tenants.
