Requesting a study analyzing the impact of moving the Street Maintenance Service Program to the General Fund. 

 

Body

WHEREAS, the Row Of Way (ROW) Street Maintenance Service program was modified in 2017, moving some of the service out of the Right of Way Special Fund into the General Fund; and

WHEREAS, in 2017 the General Fund expenses will be paid with one time revenues, and in 2018 the levy would need to be increased to fund these services; and

 

WHEREAS, the Council wishes to further understand the potential advantages of shifting all street maintenance expenses to the General Fund, including predictability for taxpayers, administrative simplicity, equity in cost-sharing, as well as understanding potential disadvantages;

 

NOW, THEREFORE, BE IT RESOLVED, that the City Council hereby directs Council Research to study the impacts of moving all Street Maintenance Program costs to the General Fund, in cooperation with Public Works, the Office of Financial Services, Ramsey County Assessor’s Office, and other municipalities; to include: (1) analysis and modeling of the city budget with 100% of the Street Maintenance Service Program in the General Fund; (2) development of strategy options, laying out pros and cons; (3) an implementation strategy; and (4) a final report clearly identifying the implications of moving the program; and to report back to the City Council on September 6, 2017.
