Title

Amending the 2026 Public Works General Fund Street Lighting Maintenance Accounting Unit budget by $450,000 to provide electrician support for the Regional Water Services (SPRWS) Lead Replacement Project.

Body

WHEREAS, the 2026 Council Adopted Budget for the Street Lighting Maintenance Accounting Unit included a reduction in staffing; and

WHEREAS, Saint Paul Regional Water Services (SPRWS) has requested that the Public Works Traffic Operations Division continue providing electrical support for the SPRWS Lead Replacement Project, consistent with prior years; and

WHEREAS, Traffic Operations has the capacity to expand staffing to provide the labor resources needed to support this project; and

WHEREAS, Public Works - Traffic Operations is requesting funding to hire two (2) Seasonal Electricians to perform field work associated with the SPRWS Lead Replacement Project from April through October 2026; and

WHEREAS, the total cost for these two (2) positions is estimated at $450,000, with all labor costs to be reimbursed by SPRWS over the course of the 2026 construction season; and

WHEREAS, Public Works - Traffic Operations will bill SPRWS monthly for labor, equipment, and materials using the same billing process established in 2025, once billing capabilities are re-established; and

WHEREAS, the terms of this support have been agreed to by both parties and are outlined in Exhibit A attached hereto; and

WHEREAS, the Mayor, pursuant to Section 10.07.4 of the Charter of the City of Saint Paul, certifies that funds in the amount of $450,000 are available for transfer and appropriation within the Public Works General Fund; now, therefore, be it

RESOLVED, by the Council of the City of Saint Paul, upon recommendation of the Mayor, that $450,000 is hereby transferred and appropriated within the Public Works General Fund, and that the 2026 budget, as previously adopted and amended by this Council, is further amended as specified in the attached Financia...
