Approving a 2027 maximum property tax levy for the City.

WHEREAS, in accordance with Section 10 of the City Charter, Mayor Her presented to the City Council on August 13, 2026 the Mayor's proposed budget; and in accordance with City ordinance, Mayor Her presented to the City Council on August 13, 2026 the Library Agency's proposed budget with the combined Mayor's proposed budget and the Library Agency's proposed budget totaling $887,760,012 for operations and $195,285,720 for capital improvements; and
WHEREAS, the Mayor did recommend, as part of the comprehensive 2027 financing plan for the City of Saint Paul, that the net property tax levy payable in 2026 be $248,316,456 as detailed below:

NOW, THEREFORE, BE IT RESOLVED, that in accordance with Minnesota Statutes, Section 275.065 Subdivision 1, the City Council, after considering the Mayor's recommendations, but absent public hearings on the Mayor's budget proposal, does hereby accept the budgets for fiscal year 2027, as proposed by the Mayor, as constituting the proposed budgets for the City of Saint Paul and the Saint Paul Library Agency; a...
