Authorizing the City to apply for and accept $15,000 in grant funding from the Saint Paul & Minnesota Foundation for travel and operating expenses related to CollegeBound Boost and amending the 2025 budget for the Office of Financial Empowerment.
Body
WHEREAS, the City transferred $4,000,000 of American Rescue Plan funds to a specific account for the Guaranteed Income Program (RES22-1023) that provides $500 monthly guaranteed income payments to 333 randomly selected Saint Paul residents for 24 months; and
WHEREAS, Mayor Melvin Carter III launched a private donation campaign in partnership with the Saint Paul & Minnesota Foundation to support families in the program, now known as the CollegeBound Boost (“Boost”); and
WHEREAS, the Saint Paul & Minnesota Foundation desires to grant $15,000 (the “Grant Funds”) raised through the private donation campaign to the City of Saint Paul for the purposes of supporting Boost; and
WHEREAS, the Mayor, pursuant to Section 10.07.1 of the Charter of the City of Saint Paul, does certify that there are available for appropriation funds of $15,000 in excess of those dedicated to the Office of Financial Empowerment in 2025 and
now, therefore, be it
RESOLVED, the Council hereby:
1. Accepts and receives the Grant Funds from the Saint Paul & Minnesota Foundation to support travel and operating expenses related to CollegeBound Boost.
2. Amends the 2025 Office of Financial Empowerment budget as detailed in the attached Financial Analysis.
