Including a public art chapter in the next Highland District Plan.

WHEREAS, the City of Saint Paul's Administrative Code - Chapt. 12 - Public Art, Sec. 12.01. - Legislative purpose and intent, states that the, "...City Council believes that planning and development decisions should give aesthetic and social value equal weight with any project's functional and economic values. Public art strengthens public places and enhances and promotes Saint Paul's identity as a livable and creative city and a desirable place to live, work and visit;" and,
WHEREAS, the City's Comprehensive Plan Chapter 3 Land Use includes policy 3.14 Include public art policies in small area plans and other planning documents; and,
WHEREAS, Saint Paul Planning and Economic Development has identified the District 15 Highland Park District Plan adopted in 2007, as requiring an update in 2017, as area plans should be reviewed or retired every ten years; and,
WHEREAS, the Highland Park neighborhood anticipates unprecedented levels of development in the coming decade as significant private property and public infrastructure is redeveloped; and,
WHEREAS, the Highland District Council supports the inclusion of Public Art as a key component in both pubic infrastructure and private development within Highland Park; and,
WHEREAS, the City's Neighborhood Plan template does not specifically include Public Art Objectives and Strategies. Therefore,
BE IT RESOLVED, that the Highland District Council requests that the Saint Paul Planning Commission include a Public Art chapter in the updated District 15 Highland Park District Plan. And,
BE IT FURTHER RESOLVED, that the review and update process for the District 15 Highland Park District Plan be conducted in coordination with the Highland District Council as well as area residents, businesses and property owners, and should include public meetings, communications and a formal public hearing process.
