Title

Authorizing the Police Department to accept the Community Crime Intervention and Prevention 2026 grant from the State of Minnesota, Department of Public Safety, Office of Justice Programs; authorizing the execution of the grant agreement and amending the 2026 grant budget and adding activity budget.

Body

WHEREAS, the Saint Paul Police Department (SPPD) received approval to apply for the Community Crime Intervention and Prevention (CCIP) 2026 grant from the State of Minnesota, Department of Public Safety (RES 25-1005); and

WHEREAS, the SPPD has been awarded $100,000 for a grant term of April 1, 2026, through December 31, 2027, with time limitations on funding use and no match requirement; and

WHEREAS, the grant funding will support the Police Department’s efforts for the ASPIRE program (A Saint Paul Intervention and Recovery Effort) within the gang unit; and

WHEREAS, this grant will allow for funding for direct support to youth and officer overtime expense; and

WHEREAS, the 2026 financing and spending plans need to be amended and activity budget added for these funds; and

WHEREAS, the Mayor, pursuant to Section 10.07.1 of the Charter of the City of Saint Paul, does certify that there are available for appropriation funds of $100,000 in excess of those estimated in the 2026 budget; and 

THEREFORE BE IT RESOLVED, by the City Council of the City of Saint Paul, upon recommendation of the Mayor to accept the CCIP 2026 grant from the State of Minnesota, Department of Public Safety and approves these changes to the 2026 budget as amended on the attached financial analysis.
