Authorizing the Departments of Public Works and Parks and Recreation to submit project applications for funding to the 2026 Metropolitan Council Regional Solicitation for federal funding and the 2026 Active Transportation Solicitation for regional sales tax funding.

WHEREAS, the Department of Public Works is proposing the following project applications for federal funding to the 2026 Metropolitan Council Regional Solicitation:
Reactive Safety
• East 7th - Minnehaha to Johnson Parkway Safety Improvements
Regional Bicycle Facilities
• Wabasha - Kellogg to Cesar Chavez
• Wabash/Raymond - Cromwell to Territorial
• Montreal - Snelling to W7th
Roadway Modernization
• Cesar Chavez - Wabasha to Bancroft
• Hamline - Grand to University
• St. Peter - Kellogg to 10th
• West 7th - Kellogg to Munster
Bridge Connections
• Minnehaha Avenue Bridge - Payne to Stroh Drive
Travel Demand Management
• Evie Vehicle Leases
WHEREAS, there is a required twenty percent local funding match and local funding must cover engineering costs for any project awarded federal funding through the Regional Solicitation; and
WHEREAS, the source of the local match for these projects will be Municipal State Aid and Common Cent funding; and
WHEREAS, the Departments of Public Works and Parks and Recreation are proposing the following project applications for regional sales tax funding to the 2026 Active Transportation Solicitation:
