Accepting a donation from the MN Chapter of National Public Employees Labor Relations Association (NPELRA) in the amount of $2,500 to cover the expenses for Jason Schmidt, Labor Relations Manager, to attend the NPELRA training conference, April 23 - 27 in Long Beach, California.

WHEREAS, the City of Saint Paul has endorsed and encouraged its employee’s participation in professional organizations established to promote excellence in public sector areas of practice through training, mentoring and legislative advocacy; and
WHEREAS, the National Public Employees Labor Relations Association (NPELRA) is the professional organization for public sector labor relations; and
WHEREAS, this organization has a national training conference scheduled this year with NPELRA meeting April 23 - 27 in Long Beach, California; and
WHEREAS, this year City employee Jason Schmidt is president of the Minnesota Chapter of NPELRA (MNPELRA) and as in his capacity as president qualifies for a stipend from his local chapter to attend the above-referenced national conference; and
WHEREAS, this conference provides professional development and training opportunities that will enhance his skills and abilities and advance the City’s interests and concerns in these public sector practice areas which furthers a public purpose; and
NOW, THEREFORE BE IT RESOLVED; that the City of Saint Paul hereby accepts donations from the Minnesota Chapter of NPELRA in the amount up to $2,500 and that such donation shall be deemed to be a gift to the City in compliance within the meaning of sections 41.03 and Chapter 41 of the Administrative Code; and
FURTHER RESOLVED, that these funds in their respective amounts will be appropriated to cover the expenses of Jason Schmidt to attend the NPELRA training conference which is determined to be for a public purpose.
