Title
Authorizing the Department of Public Works to accept Rebuilding American Infrastructure with Sustainability and Equity (RAISE) grant funds for the Rondo Neighborhood Planning Study and amending the budget to reflect the new grant.
Body
WHEREAS, the Public Works Department has applied for and been awarded a grant of $1.4 million from Department of Transportation which has a matching contribution; and

WHEREAS, the City of Saint Paul (“City”) is to develop a comprehensive transportation plan for the Rondo neighborhood to address safety, equity, and quality of life concerns; and

WHEREAS, this will be done through a holistic, community-centered planning process looking at the transportation needs in a primarily Black, Indigenous, People of Color (BIPOC) area of persistent poverty; and

WHEREAS, the City will develop a plan that documents the community-supported, climate resilient, multimodal street and transportation network in the Rondo neighborhood and adjacent area; and

WHEREAS, the planning will include a racial equity impact assessment and a focus on green infrastructure and resiliency; and

WHEREAS, the City will address the existing network challenges and barriers, incorporate the City of St. Paul and non-city capital projects identified in the area, apply citywide climate resilience goals, and improve connectivity in the most racially and economically diverse ward in Saint Paul; and

WHEREAS, the Mayor, pursuant to section 10.07.1 of the Charter of the City of Saint Paul, does certify that there are available for appropriation total revenues in excess of those estimated in the budget, funds of $1,400,000 in the Public Works Grant Fund; now
