Pertaining to a 2022 Budget Amendment No. 2 to record the increase in spending and financing for certain 2021 Professional Services Agreements and the 2021 PFA Grant for Lead Service Line Replacement program.

WHEREAS, Resolution 22-566 approved Amendment No.1 to the 2022 Adopted Budget to transfer spending budget of $35,000 from Office Furniture to Building Repair Services resulting in net change of zero dollars; and
WHEREAS, in its 2021 budget, the Board of Water Commissioners did authorize spending for Professional Services Agreements for Master Plan-Pump Stations for $150,000, Historical Documentation of Plant for $35,000 and Lead Service Line Replacement program funded by PFA Grant for $250,000; and
WHEREAS, contracts for the Professional Services Agreements were not fully executed by the end of the fiscal year 2021 and not expended or encumbered; and
WHEREAS, the 2021 PFA Grant has remaining spending balance of $12,000 at year end 2021 and that amount is available to use in 2022 for additional projects; and
WHEREAS, the total amount needed for 2022 increase in spending is $197,000 which will be financed from use of fund balance and grant funds; now, therefore be it
RESOLVED, that the Board of Water Commissioners does hereby recommend amendment to its 2022 Adopted Budget, resulting in an increase of spending and financing of $197,000 to the 2022 Adopted Budget, resulting in an amended budget of $192,253,414 the details of such are attached, and does recommend approval by the Saint Paul City Council.
