Amending the 2025 spending budget in the Department of Public Works Electric Vehicle Charging Stations accounting unit to budget for additional maintenance services and electric vehicle charging stations city-wide.

WHEREAS, the City of Saint Paul is leading the EV Spot Network which delivers 70+ EV charging hubs across Saint Paul and Minneapolis, each hub providing both public EV charging and EV charging dedicated to use by Evie Carshare vehicles; and
WHEREAS, the Mayor’s Initiatives Grant accounting unit previously transferred $750,000 to start a new budget with a corresponding project code in the then new Electric Vehicle Charging Stations accounting unit of which $650,000 has been spent to date to support the program; and
WHEREAS, Electric Vehicle Charging Stations accounting unit is expected to incur services and materials costs the department wishes to track separately under a new project code; and
WHEREAS, the Electric Vehicle Charging Stations accounting unit is also expected to incur costs related to the purchase of additional EV charging stations that the department wishes to track separately under the same new project code above; and
WHEREAS, these additional expenses are the result of maintenance needs related to the upkeep of electric vehicle chargers for the Evie carshare project and will be utilized for the continuous upkeep of the project’s EV infrastructure within the city; and
WHEREAS, the $100,000 unspent from the transfer above will be utilized to cover the above costs; therefore via
ADMINISTRATIVE ORDER, consistent with the authority granted to the Mayor in Section 10.07.4 of the City Charter, and on the request of the Director of the Public Works Department to amend the 2025 budget in the Department of Public Works Electric Vehicle Charging Stations accounting unit, the Office of Financial Services is authorized to amend said budget in the manner as specified in the attached financial analysis.
