Appeal of Victoria Downey to a Summary Abatement Order at 761 HOWELL STREET NORTH.

Purpose of Appeal: Prior to constructing them three years ago, I checked the city's boulevard planting guidelines (see attached) and they in no way state that they are not allowed, nor do they require a permit. My understanding, after speaking to the person from DSI, is that the wood boxes are the issue. They are hardly a permanent structure given that they have no foundation.

WHEREAS, in the matter of Appeal of Victoria Downey to a Summary Abatement Order at 761 Howell Street North, the Legislative Hearing Officer has reviewed the appeal and considered the testimony of City staff and the appellant;
WHEREAS, the Legislative Hearing Officer recommends that the City Council grant to November 1, 2023 for compliance by removal or permission from Public Works; Now, Therefore, Be It
RESOLVED, that the Saint Paul City Council hereby accepts and adopts the Legislative Hearing Officer's recommendation in this matter.
