Amending the Transportation Committee Resolution 10-159 in accordance with the Planning Commission organizational changes and established practice.
Body
WHEREAS, City Council Resolution 10-159 established the Transportation Committee of the Planning Commission and set its membership at up to twelve (12) persons, including four (4) Planning Commissioners; and
WHEREAS, the City Council in Ordinance 25-79 enacted changes to the Planning Commission including reducing its size from twenty-one (21) to seven (7) members; and
WHEREAS, a corresponding reduction in the number of Planning Commissioners serving on its Transportation Committee is appropriate; and
WHEREAS, Resolution 10-159 specifies that the Chair of the Planning Commission shall solicit applications for the Transportation Committee with input from the Mayor and City Staff; and
WHEREAS, with the reduction in the number of Planning Commissioners serving on the Transportation Committee, the solicitation of the applications and appointments to the Transportation Committee should be carried out by the Office of the Mayor; andÂ
WHEREAS, Resolution 10-159 also specifies that recommendations from the Transportation Committee will be forwarded to the full Planning Commission for consideration and final action; and
WHEREAS, in practice, Transportation Committee recommendations have only been forwarded to the full Planning Commission when a major policy document or policy change is involved because that has been found to be the most realistic and helpful to City decision making;
NOW THEREFORE BE IT RESOLVED, that the membership of the Transportation Committee of the Planning Commission shall include at least one (1) Planning Commissioner and up to eight (8) additional community members who live or work in Saint Paul; and
BE IT FURTHER RESOLVED, that applications for the Transportation Committee shall be solicited and positions appointed by the Office of the Mayor; and
