Approving Neighborhood Sales Tax Revitalization Program (STAR) funds to SKD Auto Tek LLC inlcuding business subsidy requirements.

WHEREAS, on May 15, 2026, the Neighborhood STAR Board reviewed a proposal for a $300,000 grant through the 2026 Neighborhood STAR Program to SKD Auto Tek LLC located at 80 Cottage Ave, Saint Paul, MN 55117 (the “Project”); and
WHEREAS, on July 8, 2026, by RES 26-1077, the Mayor and Saint Paul City Council approved a $300,000 grant to SKD Auto Tek LLC through the Neighborhood Sales Tax Revitalization Program to finance the construction of a new auto repair shop garage at 80 Cottage Ave, Saint Paul, MN 55117; and
WHEREAS, on this date the City Council held a duly noticed public hearing on the business subsidy, and after consideration of the Project, the City Council hereby determines there is a public purpose to take the actions described in and approved by this Resolution for the following reasons: maintain the tax base of the City of Saint Paul, provide goods and services availability, support vitality of industry, retain local business, and support commercial activity; now therefore be it
RESOLVED, that the City Council authorizes and approves a business subsidy award to SKD Auto Tek LLC for the Project, which includes a $300,000 grant of Neighborhood STAR Program funds, which are required to be structured as a forgivable loan; and
RESOLVED, that the City Council authorizes and approves the execution of a business subsidy agreement by the appropriate City officials with SKD Auto Tek LLC and the execution of all documents and instruments necessary and ancillary thereto to effectuate the activities to be undertaken by this Resolution and RES 26-1077 with respect to SKD Auto Tek LLC, subject to approval by the City Attorney’s Office; and
