Title

Authorizing the Police and Emergency Management Departments to accept the 2018 Port Security grant from the U.S. Department of Homeland Security through Its Federal Emergency Management Agency.

 

Body

WHEREAS, the City of Saint Paul, Police Department and Emergency Management, has been awarded the 2018 Port Security Grant Program from the U.S. Department of Homeland Security, through its Federal Emergency Management Agency (FEMA), in the amount of $1,265,865 which includes a $316,466 match requirement; and

WHEREAS, the term of the grant is from September 1, 2018 through August 31, 2021; and

 

WHEREAS, this grant provides funds to directly support the city’s maritime domain awareness including security and monitoring activities and supports FEMA’s goal to strengthen national preparedness and resilience by supporting the building, sustainment, and delivery of core capabilities essential to achieving the National Preparedness Goal; and

 

WHEREAS, this investment protects and ensures the continued operation of the system, software and firmware updates to both the equipment and network supporting the overall CCTV and Geographic Information System operation which continues to enhance the overall support of security, safety, economy and quality of life of the Minneapolis-Saint Paul Port wide area; and

 

WHEREAS, the 2018 financing and spending plan needs to be amended and activity budget added for this grant; and

 

WHEREAS, the Mayor pursuant to Section 10.07.1 of the Charter of the City of Saint Paul, does certify that there are available for appropriation funds of $85,000 in excess of those estimated in the 2018 budget and recommends the following changes; and

 

THEREFORE BE IT RESOLVED, that council accepts this grant and authorizes the City of Saint Paul to enter into and city officials to implement the attached agreement with the U.S. Department of Homeland Security through its Federal Emergency Management Agency.
