Approving the application for change of ownership to the Liquor On Sale (100 seats or less) and Liquor On Sale - Sunday licenses (License ID #DSIBLLIQ-001090-2026) now held by El Jalisco Grill and Bar Mexican Restaurant No 3 Inc d/b/a El Jalisco Grill and Bar Mexican Restaurant No 3 for the premises located at 296 Larpenteur Ave. E.

WHEREAS, El Jalisco Grill and Bar Mexican Restaurant No 3 Inc d/b/a El Jalisco Grill and Bar Mexican Restaurant No 3 (“Licensee”) applied for a change of ownership to the Liquor On Sale (100 seats or less) and Liquor On Sale - Sunday licenses (License ID #DSIBLLIQ-001090-2026) for the premises located at 296 Larpenteur Ave. E.; and
WHEREAS, On July 15, 2026, the Department of Safety and Inspections sent out the required License Application Notification with a response date of July 30, 2026; and
WHEREAS, On July 27, 2026, the Licensee signed a License Condition Affidavit agreeing to follow all conditions that are in place; and
WHEREAS, The Council finds that the application is in order and there are no grounds to deny approval of the application for change of ownership; now, therefore, be it
RESOLVED, That the change of ownership application for the Liquor On Sale (100 seats or less) and Liquor On Sale - Sunday licenses (License ID #DSIBLLIQ-001090-2026) is hereby approved and the licenses issued to El Jalisco Grill and Bar Mexican Restaurant No 3 Inc d/b/a El Jalisco Grill and Bar Mexican Restaurant No 3 for the premises located at 296 Larpenteur Ave. E. with the following license conditions:
1. Licensee agrees to operate the establishment in compliance with Section 409.02 of the City of Saint Paul Legislative Code as a “Restaurant.”
2. Licensee agrees to close the establishment at 12:00 a.m. midnight. All patron/customers shall vacate the premises by 12:30 a.m. each day of the week as per Section 409.02 of the City of Saint Paul Legislative Code.
