Title

Amending the 2019 budget for Fleet Services in the Office of Financial Services by $437,058 and the Public Works Department by $55,128 to purchase street sweeping equipment.

 

Body

WHEREAS, the Saint Paul City Council and Mayor Melvin Carter are dedicated to making Saint Paul one of the most sustainable cities in the United States; and

 

WHEREAS, Fleet Services is working to implement sustainable fleet operations by improving lifecycle behaviors; and

WHEREAS, Fleet Services and Public Works are collaborating to revise internal billing and cost recovery methods via appropriate street maintenance assessments; and

WHEREAS, Fleet Services is now able to acquire two street sweepers annually for $437,058 to maintain a healthy lifecycle, improve street maintenance services, reduce operational costs; and

WHEREAS, Fleet Services wishes to increase the 2019 financing and spending budgets by modifying 2019 internal charge back rates to Public Works for street maintenance equipment replacement and operational costs; and

WHEREAS, the Office of Financial Services Fleet Division has calculated that these additional sweeper costs will increase the cost of the Street Maintenance sweeper fleet until efficiencies are realized; and

WHEREAS, these increased annual costs are estimated to add $55,128 to street sweeping equipment costs in 2019; and

WHEREAS, the benefits of this increase in equipment costs will directly benefit our property owners; and

WHEREAS, the Mayor pursuant to section 10.07.1 of the Charter of the City of Saint Paul, does certify that there are available for appropriation funds of $492,186 in excess of those estimated in the 2019 budget; now

THEREFORE BE IT RESOLVED, that the Saint Paul City Council, pursuant to section 10.07.1 of the Charter of the City of Saint Paul, approves amending the 2019 budget as specified in the attached financial analysis.
