Adding Chapter 86.13 to the Administrative Code to require City Council approval of Mixed Municipal Solid Waste contracts.

SECTION 1
WHEREAS, the collection and disposal of Mixed Municipal Solid Waste is an essential public service affecting residents, businesses, property owners, and neighborhoods throughout the City of Saint Paul; and
WHEREAS, contracts for Mixed Municipal Solid Waste services establish significant obligations for the City, impact the provision of a core municipal service, and involve substantial public expenditures and long-term operational commitments; and
WHEREAS, the City Council, as the elected legislative body of the City, is responsible for establishing public policy and ensuring accountability for municipal services; and
WHEREAS, recent questions regarding the approval and execution of Mixed Municipal Solid Waste contracts have highlighted the need to clarify the respective roles of the City Administration and the City Council in the contracting process; and
WHEREAS, the City Council finds that contracts governing the provision of citywide solid waste services are matters of significant public interest and policy that warrant review and approval by the City's elected legislative body; and
WHEREAS, establishing a requirement that negotiated and competitively bid Mixed Municipal Solid Waste contracts receive City Council approval prior to taking effect will promote transparency, accountability, and public confidence in the City's decision-making processes; Now, therefore be it
RESOLVED, that the Council of the City of Saint Paul does hereby ordain:

Title IV - Policies and Procedures of the Saint Paul Administrative Code is hereby amended to add Chapter 86.13, titled as follows:
