Setting a public hearing prior to the renewal of the Licenses held by the LL Entertainment Services, d/b/a the Lamplighter Lounge at 160 Larpenteur Avenue.

WHEREAS, LL Entertainment Services Inc. (“Licensee”) d/b/a the Lamplighter Lounge (“Licensed Premises”), holds a Liquor On-Sale - 101 - 180 seats, Liquor On-Sale Sunday, Entertainment (C) and Liquor On-Sale - 2 AM Closing licenses, (“Licenses”) under License ID #200200000805; and
WHEREAS, the Licensed Premises are located in Ward 5 at 160 Larpenteur Avenue West, Saint Paul, MN 55113; and
WHEREAS, the Licenses held by the Licensee are up for renewal in April of 2021; and
WHEREAS, Ward 5 has been made aware of community concerns regarding the Licensed Premises; and
WHEREAS, Saint Paul Legislative Code §310(d)(4), allows for a public hearing on the renewal of a Class N license upon the request of a councilmember; and
WHEREAS, Saint Paul Legislative Code §310(d)(4) further requires that the request for a public hearing to be in the form of a council resolution; and
WHEREAS, the purpose of such public hearing is to take testimony only and does not replace or amend any of the procedures set forth in §310 of the Legislative Code; and
WHEREAS, pursuant to Saint Paul Legislative Code §310(d)(4) Council President Brendmoen wishes to hold a public hearing and allow public testimony prior to the renewal of the licenses held by the Licensed Premises; now therefore be it
RESOLVED, that pursuant to Saint Paul Legislative Code §310(d)(4) before renewal of the Licenses held by Licensee, the Council directs that a public hearing will be held on March 24, 2021 at 10:00 am; and
BE IT FURTHER RESOLVED, that the Director of the Department of Safety and Inspections or his designee shall give written notice of the public hearing regarding the renewal of the Licenses held by the Licensee to the Licensee and the affected neighborhood organizations and any other impacted party; and
