Approving a 2020 maximum property tax levy for the City of Saint Paul.

Body
WHEREAS, in accordance with Section 10 of the City Charter, Mayor Carter presented to the City Council on August 15, 2019 the Mayor's proposed budget; and in accordance with City ordinance, Mayor Carter presented to the City Council on August 15, 2019 the Library Agency's proposed budget with the combined Mayor's proposed budget and the Library Agency's proposed budget totaling $621,931,943 for operations and $54,369,000 for capital improvements; and

WHEREAS, the Mayor did recommend, as part of the comprehensive 2020 financing plan for the City of Saint Paul, that the net property tax levy payable in 2020 be $163,621,086; and

WHEREAS, subsequently the City of Saint Paul became aware of potential obligations for 2020 in addition to those contemplated in the comprehensive 2020 financing plan; and

WHEREAS, there may be a need for the City to budget for, and have adequate property tax revenue to cover, said potential obligations in 2020; and

WHEREAS, the Mayor now recommends a net property tax levy payable in 2020 of $190,745,461, sufficient to cover the cost of said obligations, as detailed below:

City negotiators, city staff, city attorneys, and city councilmembers failed to create, adopt and implement a program that treats ALL customers equitably.
