The building was full with tenants and owner occupied. Owner was out of country due to his mother's illness and deceased. Unable to perform deficieny list on time.

WHEREAS, in the matter of Appeal of Ruzhao Cheng and Jun Xiao to a Fire Inspection Code Compliance Notice Registered Vacant Building - Category 2 at 568 - 570 SNELLING AVENUE / 1566 - 1574 EDMUND AVENUE, the Legislative Hearing Officer has reviewed the appeal and considered the testimony of City staff and the appellant; and
WHEREAS, the Legislative Hearing Officer's recommendation is forthcoming to allow for the issuance of a partial certificate of occupancy, provided that 1) a single building permit and associated trades permits are pulled for the entire project, rather than for portions of the structure; and 2) the application for the permits includes a specific work plan for the project to be reviewed and approved by appropriate Department of Safety and Inspections staff; Now, Therefore, Be It
RESOLVED, that the Saint Paul City Council hereby accepts and adopts the Legislative Hearing Officer's recommendation in this matter.
