Pertaining to a grant funding agreement with the Metropolitan Council to establish a water demand reduction program.

Body
WHEREAS, the Metropolitan Council (the “Council”) is authorized by Minnesota Statutes section 473.129, subdivision 4 to apply for and use grants from the State of Minnesota for any Council purpose and may dispose of the money in accordance with the terms of the appropriation; and

WHEREAS, the Council has been appropriated funds from the Legacy Amendment’s Clean Water Fund for fiscal years 2024 and 2025, to establish a water demand reduction grant program to encourage municipalities in the metropolitan area to implement measures to reduce water demand to ensure the reliability and protections of drinking water supplies (“Water Efficiency Grant Program”); and

WHEREAS, the Board of Water Commissioners of the City of Saint Paul (the “Board”) has the legal authority to apply for grants, and the financial, technical, and managerial capacity to administer a program using the funds to provide the highest benefit to participating property owners; and

WHEREAS, at its April 16, 2024 meeting, the Board directed staff to make application for grant funding of approximately $50,000 to the Council through its Water Efficiency Grant Program and authorized its General Manager of Saint Paul Regional Water Services to execute any and all forms as may be required in said application; and

WHEREAS, Board staff has completed said application and the Council has authorized the granting of $37,000 to the Board for a toilet efficiency program; now, therefore, be it

RESOLVED, that the Board of Water Commissioners of the City of Saint Paul does hereby direct staff to prepare a grant funding agreement pertaining to the policies and procedures for the administration of grant funds totaling $37,000 with the Metropolitan Council and hereby authorizes and directs the proper officers to execute said grant funding agreement on behalf of the Board, following approva...
