Title

Authorizing the Office of Financial Empowerment to expend an amount not to exceed $4,000 from certain grant funds for the purpose of increasing engagement in research, usability testing, and outreach efforts related to the City’s emergency financial empowerment program.

Body

WHEREAS, the City of Saint Paul (the “City”) has received a grant (the “Grant Funds”) from the Cities for Financial Empowerment Fund, Inc., a Delaware non-profit corporation (the “Grantor”), to plan and implement an emergency financial empowerment program (the “Program”) in the City; and

WHEREAS, as part of the implementation phase of the Program, the Office of Financial Empowerment (“OFE”) intends to recruit underrepresented community members to participate in research, usability testing and outreach activities to craft a Program that is successful for all City residents; and

WHEREAS, to foster participation from underrepresented community members, OFE shall offer certain incentives to community members, as detailed in the grant agreement with the Grantor; and

WHEREAS, the total incentives issued by OFE shall not to exceed $4,000; and

WHEREAS, the City Council finds that working directly with underrepresented community members and offering them incentives for their input in the Program is an important step towards increasing equity and inclusion in the design and delivery of the Program; and, therefore, be it

RESOLVED, the Office of Financial Empowerment is hereby authorized to make certain expenditures from the Grant Funds, not to exceed a total of $4,000, to incentivize participant research, testing and engagement for the Program.
