Title
Establishing the financing and spending budgets in the Department of Parks and Recreation in the amount of $205,000 for Metropolitan Council Clean Water, Land, and Legacy Amendment projects, detailed below; and accepting grant funds from the Metropolitan Council and through the Clean Water Land and Legacy Amendment funds through the Parks and Trails program.

Body

WHEREAS, City Council is typically requested to approve project grant applications (CF #14-1618) that include preliminary project budget estimates; and

WHEREAS, final grant amounts awarded may be more or less than this original estimate based on a specific formula determined by the Metropolitan Council and adjusted at the time of actual grant award; and

WHEREAS, under the Minnesota Session Laws of 2016 which includes an appropriation to the
Metropolitan Council for Regional Park and Open Space Development grants; the following grants are awarded to the City of Saint Paul:

Indian Mounds Regional Park - fund up to $123,000 to continue implementation of adopted master plan to include a splash pad (small artistic interactive water feature with year-round interest).

Phalen Regional Park Traffic Study - $82,000 to perform traffic study of four intersections, traffic counts, circulation patterns, parking access and layout at nine parking lots, improving access and circulation.

WHEREAS, Parks and Recreation desires to set up a financing and spending plan for said
Metropolitan Council grants; and

WHEREAS, Parks and Recreation will provide construction management and implementation
services for the projects as previously listed upon the amendment of the 2016 Capital Improvement Budget; and

WHEREAS, the Mayor, pursuant to Section 10.07.1 of the Charter of the City of Saint Paul, does certify that there are available for appropriation funds of $205,000 in excess of those estimated in the 2016 Capital Improvement Budget; now, therefore, be it
