Authorizing the Police Department (SPPD) to submit an application for funds under a Request for Proposals for 2026-28 Crisis Response Grants, issued by the Minnesota Department of Public Safety (DPS)

WHEREAS, Chapter 10 of the Saint Paul City Charter recognizes the City Council’s authority over the budget and spending of the City of Saint Paul; and

WHEREAS, Chapter 86 of the Saint Paul Administrative Code requires all contracts be authorized by the Saint Paul City Council; and

WHEREAS, Section 86.12 of the Saint Paul Administrative Code requires City Council approval prior to submission of grant applications; and

WHEREAS, the Minnesota Department of Public Safety (DPS) has requested applications for 2026-2028 Crisis Response Grants; and

WHEREAS, the grant, if awarded, would be used largely to pay for a partner organization to provide a social worker to work with the SPPD’s Behavioral Health Unit on cases involving individuals with mental health challenges, as well as related expenses such as training and overtime; and

WHEREAS, this grant, which can be as much as $300,000 for two years, does not have a matching funds requirement; and

WHEREAS, the Grants Division of the Office of Financial Services has reviewed and approved the Intent to Apply request; now, therefore, be it

RESOLVED, that the Saint Paul City Council authorize the Police Department to apply for funds from the 2026-2028 Crisis Response grant program, issued by the Minnesota Department of Public Safety
