Authorization to Allocate 2007A STAR Tax-Exempt Bond-Supportive Housing Initiative Funds and Authorization to amend the HRA Budget to Allocate Program Income from the Former HUD Rental Rehabilitation Program for the Young Women’s Christian Association of Saint Paul (“YWCA Saint Paul”) Housing Facilities Capital Improvement Project; and Authorization to Enter into a Grant Agreement with YWCA Saint Paul for Installation of Capital Improvements at YWCA Saint Paul Owned and Operated Housing Facilities, District 8 and District 15.
Body
WHEREAS, the Housing and Redevelopment Authority of the City of Saint Paul, Minnesota (“HRA”) approved Resolution 07-08/08-5 which authorized the execution of a Supplemental Indenture relating to 1996 HRA Sales Tax Bonds and amending the 2007 HRA Budget to accept 2007 City STAR Bond Proceeds which established the Supportive Housing Initiative to be funded with 2007A STAR Tax-Exempt Bonds; and
WHEREAS, on August 8, 2007, the Council of the City of Saint Paul, Minnesota approved Council File 07-725 which authorized the issuance of 2007 Sales Tax Bonds and Council
File 07-726 which adopted the 2007 budget amendment and related guidelines for the 2007 STAR Bonds; and
WHEREAS, the HRA also has program income from the former HUD Rental Rehabilitation Program available that can finance supportive housing capital improvement projects; and
WHEREAS, the Young Women’s Christian Association of Saint Paul, (“YWCA Saint Paul”), a
Minnesota non-profit corporation, provides transitional supportive housing and permanent
supportive housing services to homeless families; and
WHEREAS, the YWCA Saint Paul proposes to install capital improvements in order to ensure safe environments for homeless families residing in YWCA Saint Paul owned and operated facilities; and
WHEREAS, the HRA recognizes that capital improvements proposed by the YWCA Saint Paul are eligible expenditures for the 2007A STAR Tax-Exempt Bond - Supportive Housing Initia...
