Authorizing the Department of Parks and Recreation to apply for, and if awarded, enter into a grant agreement with the Minnesota State Arts Board to accept $80,000 in grant funds.
 
Body
WHEREAS, the Department of Parks and Recreation is requesting permission to apply for $80,000 in grant funds from the Minnesota State Arts Board Arts Learning program to support a partnership between Parks and Recreation's Design and Construction Division, Youth Job Corps and Juxtaposition Arts; and
 
WHEREAS, the grant if awarded, will fund a crew of 12 youth who will create and install a major public art piece at the Trout Brook Nature Sanctuary in the summer of 2014, creating a meaningful work experience through a high quality arts opportunity while supporting Saint Paul's Framework for Youth Success; and
 
WHEREAS, the Minnesota State Arts Board grant contracts require indemnification of  the State of Minnesota, the Board, its agents, and employees from any and all claims or causes of action arising from or relating in any way to the grant activities;and
 
WHEREAS, the City Council finds that the expenditure of funds, which includes a promise of indemnification, for the purpose of receiving the grant and achieving these goals has a public purpose; now, therefore, be it
 
RESOLVED, that the City Council hereby authorizes the Parks and Recreation Department to apply for and if awarded enter into the grant agreement with the Minnesota State Arts Board to accept these funds.
