Authorizing execution of a grant agreement and amending the city’s 2026 operating budget to include a $100,000 donation from the Unity Church-Unitarian to support the work of the Saint Paul Recovery Act Community Reparations Commission.

WHEREAS, in RES 25-1983, adopted on Dec. 17, 2025, the Saint Paul City Council accepts the $100,000 donation from Unity Church-Unitarian and the Reparations Commission's recommendation to support the Saint Paul City Harm Report, Community listening sessions, public education, outreach and the 2026 Reparations Commission Work plan. The acceptance of the donation will occur, without further notice, only after the public hearing accepting the funds has occurred, and the City Council amends the 2026 budget; and
WHEREAS, in RES 25-1983, the Saint Paul City Council further resolved that the City of Saint Paul is authorized to enter into a Grant Agreement with the Unity Church-Unitarian that sets forth the terms for how the $100,000 donation will be used. The office of the City Attorney is authorized to draft the Grant Agreement; and
WHEREAS, the Unity Church-Unitarian and the Office of the City Attorney have agreed upon the terms of the Grant Agreement; and
WHEREAS, the Mayor, pursuant to Section 10.07.1 of the Saint Paul City Charter, does certify that there are available for appropriation funds of $100,000 in excess of those estimated in the operating budget; and
BE IT RESOLVED, the City Council of St. Paul hereby:
1. Authorizes execution of the Grant Agreement between the Unity Church-Unitarian and the City of St. Paul to support the work of the Saint Paul Recovery Act Community Reparations Commission as determined in RES 25-1983 adopted on Dec. 17, 2025.
2. That upon the recommendation of the Mayor that $100,000 is available for appropriation in the Grant Fund, the City Council hereby authorizes and approves the 2026 budget be amended as detailed in the Financial Analysis.
