Authorizing the Public Library Agency to accept Minnesota Department of Education grant funds and amending the Library’s 2025 financing and spending plans in the amount of $500,000 to support reconstruction of the Hamline Midway Library.

WHEREAS, the City of Saint Paul (the “City”) through the Saint Paul Public Library Agency (“SPPL”) is in the process of reconstructing the Hamline Midway Library located at 1558 West Minnehaha Avenue in the City (“Hamline Midway”) and is in the process of planning for the renovation of the Hayden Heights Library located at 1456 White Bear Avenue in the City (“Hayden Heights” and, together with Hamline Midway, the “Library Properties”); and
WHEREAS, pursuant to Section 14.05(i) of the City’s Administrative Code, SPPL is authorized to work with The Friends of the Saint Paul Public Library, a Minnesota nonprofit organization whose work supports SPPL (the “Friends”), to pursue grants to address unmet needs of SPPL and new initiatives; and
WHEREAS, in 2025, the Friends applied for, and the State of Minnesota (the “State”) Department of Education (“MDE”) awarded to them, two $500,000 grants (the “Grants”) from the MDE Capital Project Fund to support the reconstruction of the Hamline Midway and Hayden Heights, respectively; and
WHEREAS, in September 2025, MDE agreed to issue the Grants directly to the City rather than to the Friends, to better comply with State grant requirements; and
WHEREAS, there are no matching funds required for the Grants; and
WHEREAS, the City wishes to accept the Grants, enter into grant agreements with MDE (the “Grant Agreements”), and amend the 2025 financing and spending plans to account for the receipt of up to $500,000 for the Hamline Midway reconstruction in 2025; and
WHEREAS, the Mayor of the City, pursuant to Section 10.07.1 of the City Charter, certifies that when the portion of the Grants allocated to Hamline Midway is received, there will be available for appropriation to th...
