Authorizing the Saint Paul Police Department to donate a surplus patrol car to the Saint Paul Police Historical Society.

WHEREAS, Saint Paul Administrative Code § 2.02(G)(6)(g)(3) allows the City to donate surplus materials and supplies to a bona fide charitable, educational, religious, or fraternal nonprofit organization for nominal or no consideration, upon resolution of the City Council; and

WHEREAS, in order to approve such a donation, the City Council must adopt a resolution concluding that the donation is related to a function of government, serves a public purpose, and benefits the community as a whole; and

WHEREAS, the Saint Paul Police Historical Society (the “Historical Society”) has asked the Saint Paul Police Department (the “Department”) to donate a surplus police car to the Historical Society; and

WHEREAS, the mission of the Historical Society is to preserve, protect, and share the rich history and traditions of the St. Paul Police Department; and

WHEREAS, the Historical Society is a bona fide charitable, educational, religious or fraternal nonprofit organization; and

WHEREAS, the requested retired squad car would be an important addition to the Historical Society’s collection. The vehicle would be restored and maintained, when appropriate, in its original departmental appearance and used exclusively for educational displays, community events, historical exhibits, parades, and other public outreach activities; and

WHEREAS, the Department has identified a retired, surplus patrol car suitable for donation to the Historical Society and wishes to donate it to the Historical Society; and

WHEREAS, the donation of a retired, surplus patrol car to the Historical Society relates to a function of government, serves a legitimate public purpose, and benefits the community as a whole,

THEREFORE, be it resolved that the City Council hereby authorizes the Department to donate a retired, surplus patrol car to the Historical Society ...
