Title

Authorizing the Emergency Management department to apply for the 2025 Emergency Management Performance Grant program from the Minnesota Department of Public Safety, Division of Homeland Security and Emergency Management to support emergency management activities, and has a cost share match.

Body

WHEREAS, the Emergency Management department would like to apply to the Emergency Management Performance Grant (EMPG) program from the Minnesota Department of Public Safety, Division of Homeland Security and Emergency Management, which provides funds to assist local emergency management agencies to support the National Preparedness Goal of a secure and resilient nation; and

 

WHEREAS, the Emergency Management Department’s mission is to build, sustain, and improve our community’s capability to mitigate against, prepare for, respond to, and recover from threatened or actual disasters; and

 

WHEREAS, grant funds would allow the Emergency Management Department to cover emergency management related costs such as deployment resources, conferences, training, etc.; and 

 

WHEREAS, the grant amount would be $27,330.00 with a grant term of October 1, 2025, to September 30, 2026, and the funding source for this grant is federal pass-through from the U.S. Department of Homeland Security; and

 

WHEREAS, the grant requires 50% in matching funds, and the source for these funds is the Emergency Management general fund; and 

 

WHEREAS, the Grants Division of the Office of Financial Services has reviewed and approved the Intent to Apply request; and

 

WHEREAS, the City certifies that it will comply with all applicable laws and regulations as stated in the grant agreement; now, therefore, be it

 

RESOLVED, that the Saint Paul City Council authorize the Emergency Management Department to apply for the 2025 Emergency Management Performance Grant program.
