Authorizing use of a Project Labor Agreement (PLA) for the rehabilitation of the Mary Hall building located at 438 Dorothy Day Place (District 17, Ward 2).

Body

WHEREAS, the Saint Paul City Council adopted a policy on the use of Project Labor Agreements (“PLA”) pursuant to Council File #09-584 for projects involving $250,000 or more of city money; and

 

WHEREAS, Aeon, Minnesota non-profit corporation, and/or its affiliated entity (the “Developer”), will acquire and rehabilitate a vacant building located at 438 Dorothy Day Place (the “Project”).  The total project budget will be over $250,000, and a portion of this amount will be financed by Pooled TIF funds from the City of Saint Paul; and

 

WHEREAS, Planning and Economic Development staff sent written “Notice and Request for Recommendation on the Use of a PLA” to interested parties on January 16, 2024 with only one response received from the Saint Paul Building Trades Council; and

 

WHEREAS, the Saint Paul Building Trades Council responded stating “dollar amount, multi-craft, project length” as reasons they recommend a PLA for projects identified herein; now, therefore, be it

 

RESOLVED, that the City Council of the City of Saint Paul:

 

                     1.                     hereby approves the use of a PLA on the rehabilitation and expansion of the Mary Hall project at 438 Dorothy Day Place; and

 

                     2.                     hereby authorizes the appropriate city officials to draft and execute such documents as are necessary to implement this resolution.
